RED II - Sustainability regulations come into force on 08.12.2021

The amended Renewable Energy Directive (2018/2001/EC - RED II) came into force in the EU in December 2018. National implementation took place with the entry into force of the Biomass Electricity (BioSt-NachV) and Biofuel Sustainability (BioKraft-NachV) regulations on Dec. 8, 2021. One of the main objectives of the new version is to increase the use of sustainable renewable energy. The EU has established criteria for the production and use of sustainable biomass. Among these, plants using gaseous biomass fuels with a total rated thermal input capacity of 2 MW for the production of electricity, heat or cooling must comply.

From January 1, 2022, the requirements of the sustainability regulation must be met (e.g. mass balance, self-declarations, area-related criteria, documentation). Certification must be completed by June 30, 2022, as there are currently not enough certification bodies and auditors available (transitional provision).

Normec Zertifizierung is the seventh company to receive provisional approval for the SURE-EU certification scheme.

What you still need to do before Dec. 31, 2021, if you are a plant operator affected by this:

  • Register and contract with the SURE system www.sure-system.org (gaseous and solid biomass, e.g. CHP plant operators) or the REDcert system www.redcert.org (biofuels).
  • Complete and submit the BLE self-declaration to the BLE and the grid operator.
  • Enter into a contract with a certification body, e.g. uppenkamp + partner

Together with the German Farmers Association, the German Biogas Association has published a work aid / FAQ list on sustainability certification of biogas/biomethane. You can find these FAQs and other guidelines, forms and technical instructions on the website www.sure-system.org.

With the preliminary approval of the SURE-EU certification program, we are authorized to issue sustainability certificates in the areas of production and initial collection of agricultural biomass, generation and collection of waste and residues from biomass, as well as treatment/processing - trading/logistics - conversion of electricity and heat (e.g. generation of electricity and heat from biogas) - electricity and heat services.
