Overtime for part-timers: faster than you think

An important change is the way overtime is determined.

Whereas previously overtime only occurred above 40 hours per week, now:
the employee's contract hours are leading.

This means:

  • Overtime arises directly above contract hours
  • Part-time and full-time employees are treated equally
  • More clarity, but also faster rising costs

Example:
An employee with a 24-hour contract who works 28 hours Monday through Friday is now paid 4 overtime hours. Under the old regulation, this situation did not involve overtime.

Subsistence allowance up

As of January 1, 2026, subsistence allowances have also been increased. These better reflect current costs, but at the same time affect your payroll costs and processing.

What we see in practice

This combination of changes causes organizations to run into challenges more quickly, such as ambiguity about overtime for part-timers and differences in interpretation of the collective bargaining agreement.

Keeping a grip on these changes

The new CLA requires more insight and a good design of processes. This is the only way to avoid mistakes and discussions afterwards.

From Normec VRO we provide insight into the application of these CLA changes. This allows you as an organization to determine whether you are processing overtime and compensation correctly and in accordance with the CLA.
