As of July 1, 2026, at least SCL Step 3 will apply within Security in Procurement (ViA). Without SCL Step 3 (or a valid SCL Light statement), you will no longer be able to tender for ViA mandatory tenders.
The audit schedules of many CBs are already under pressure: those who start planning too late run a real risk of not meeting the deadline. Therefore, NCI Certification has prepared for this and it is wise to arrange your certification on time and reserve an audit date with us.
The ViA requirement and available evidence.
You demonstrate the ViA requirement with a means of proof from the ViA Guide, such as an SCL certificate or an SCL Light statement. Because the deadline is fast approaching, there is a spike in applications. At the same time, the number of available (behavioral) auditors is limited.
So don't wait until "the trail" officially starts, but plan your audit now through NCI Certification.
What does SCL Level 3 certification mean concretely?
With Step 3 you need more than a paper safety system. You demonstrate that safety lives in the organization. This means, among other things:
- demonstrable safety awareness at all levels
- leadership and visible role model behavior
- structural communication about safety
- continuous improvement through audits, reflection and follow-up actions
Why arrange it now (and not later)?
Obtaining an SCL Certificate Step 3 requires time, both for preparation and planning of the audit. After the audit, time is also needed to develop the report and prepare your certificate. By starting now, together we can ensure that you have certainty towards July 1, 2026 and avoid being unable to register.
VCA-MAX not yet included as ViA evidence
With SCC-MAX, the SSVV has developed an additional behavioral module on top of the SCC company certificate. The Governance Code Safety in Construction is still investigating whether SCC-MAX can be equivalent to the current ViA certificates.
Until that is clarified, you cannot rely on VCA-MAX as an alternative. So get your SCL Step 3 (or SCL Light) in good time.
