F-gas verification for compliance with EU and GB regulations 

Fluorinated greenhouse gases (F-gases) are powerful greenhouse gases and are therefore strictly regulated within both the European Union (EU) and Great Britain (GB). 

Within the EU, Regulation (EU) 2024/573 applies, replacing and expanding upon Regulation (EU) 517/2014 Regulation (EU) 517/2014. This legislation introduces new obligations for reporting and independent verification. 

In Great Britain, F-gas policy remains largely based on Regulation (EU) 517/2014, but with specific UK reporting thresholds and deadlines. 

Normec Verifavia is an independent and accredited verifier that supports organisations in reviewing their F-gas reports in accordance with the relevant EU or GB regulations. Following the verification process, we issue an independent verification report, which is a mandatory document required to be submitted to the relevant competent authority together with the F-gas report.

An F-gas verification report is an independent assessment confirming whether an organisation’s annual F-gas report has been prepared in accordance with the applicable regulatory requirements and is free from material misstatements.

Under Regulation (EU) 2024/573: 

Bulk HFC activities

Pre-charged equipment activities

F-gases are synthetic greenhouse gases commonly used in refrigeration and air conditioning systems, heat pumps, and industrial applications. They have a very high climate impact and are therefore strictly regulated.

Verification is required when organisations exceed certain thresholds for F-gas activities defined in EU or GB regulations.

During verification, auditors review, among other things:

F-gas reporting means that organisations record and report data on the production, import, and export of fluorinated greenhouse gases. This may also include certain fluorinated substances listed under Annex II of the applicable regulation, including substances contained in imported pre-charged equipment where reporting obligations apply.

Under Regulation (EU) 2024/573, reporting obligations may apply to organisations that: 

• Produce, import, or export ≥1 metric tonne of fluorinated greenhouse gases 
• Place ≥100 tCO₂e of HFCs on the market 
• Place ≥10 tCO₂e of HFCs contained in products or equipment on the market 
• Place ≥100 tCO₂e of other fluorinated greenhouse gases contained in products or equipment on the market. 

• Destroy fluorinated greenhouse gases 
• Use fluorinated greenhouse gases as feedstock 

The purpose of verification is to assess whether the reported F-gas data is complete, accurate, and free from material misstatements. Verification is mandatory for specific activities and reporting thresholds under applicable EU and GB regulations and helps ensure that reports are reliable prior to submission to the relevant competent authorities.

Non-compliance with F-gas regulations may lead to legal sanctions such as fines or restrictions on business activities. For example: 
• In the EU, penalties for non-compliance vary depending on the applicable national legislation and may include substantial financial penalties or restrictions on business activities. 
• In the UK, the Environment Agency may impose civil penalties, including financial penalties depending on the severity and duration of the violation. 

It is therefore essential that organisations submit their reports accurately and on time. 

Pre-charged F-gases refer to fluorinated greenhouse gases already contained in products or equipment, such as refrigeration, air conditioning, or heat pump systems, at the time they are imported or placed on the market. 

Bulk F-gases refer to fluorinated greenhouse gases supplied or traded as standalone substances, rather than contained within products or equipment. 

Both categories are subject to specific reporting and verification obligations under applicable EU and GB F-gas regulations. 

In both the EU and Great Britain, organisations must report their annual F-gas activities before 31 March of the following year. 
Additional verification and audit deadlines may apply depending on the reporting activity: 

• EU bulk and pre-charged HFC verification reports: 30 April 
• GB pre-charged HFC verification reports: 31 March 
• GB bulk HFC verification reports: 30 June 

Applicable deadlines depend on the type of activity and reporting threshold under the relevant regulation.
