Postponement of the introduction of the Wet Toelating Terbeschikkingstelling van Arbeidskrachten (Wtta).
The introduction of the Law on the Admission of Workers on Posting (Wtta) is again delayed. Although the law was originally scheduled to go into effect January 1, 2026, it appears that this timetable is no longer feasible. The Ministry of Social Affairs and Employment (SZW) expects to present a new timeline to the House of Representatives in early 2025.
Feasibility study
The main reason for the postponement is the need for further research into the feasibility of the law. Specifically, the study will examine which organization is best suited to take on the role of Permitting Authority (TI). Initially, Dienst Justis was mentioned for this task, but it turns out it can only provide partial support. SZW is now considering whether the implementation of the TI could possibly be realized internally within the ministry.
Cooperation for a strong admission system
The minister emphasizes that the eventual TI must have a strategic and committed position to act as the "beating heart" of the admission system. Intensive cooperation with public regulators and private inspection organizations is crucial to adequately respond to trends in the lending market. In doing so, the TI must carefully weigh the interests of all parties involved, including labor and lenders, at every step of the process.
Purpose of the law
The Wtta aims to improve worker protection and ensure a level playing field for companies. Countering rogue hirers remains a priority in this regard. At the same time, it is important that bona fide companies do not lose their authorization unnecessarily due to too strict control of administrative details.

The postponement also provides a little more room for companies to prepare for the arrival of the Wtta by obtaining the SNA hallmark now.
