Become a Contractor Safety Management-recognized testing center
Would you like to become a Contractor Safety Management-recognized testing center for basic safety as well as for high-risk tasks in the areas of AV and IS? The Qfor SafetyScan forms the basis for this recognition.
The Qfor SafetyScan is a Qfor audit module that is conducted in combination with or as a supplement to a Qfor ProcessScan audit. This audit assesses whether your organization meets the required quality indicators to be recognized as an examination center.
The audit is based on the requirements of Contractor Safety Management (formerly BeSaCC-VCA) and on the general VCA examination regulations. If your organization successfully passes the audit, you can be recognized as a testing center and issue VCA certificates through the Belgian Central Register of Certificates.
Our Approach
The Qfor SafetyScan is based on the Qfor ProcessScan, in which your organization is assessed against 18 indicators spread across three areas:
- Services
- Resources (including personnel)
- The Organization
As part of the Qfor SafetyScan audit, these indicators are interpreted in an industry-specific manner based on the requirements of Contractor Safety Management (formerly BeSaCC-VCA). In particular, the audit verifies whether your organization is prepared and capable of conducting inspections in accordance with the regulations.
For which organizations is the Qfor SafetyScan intended?
The Qfor SafetyScan is intended for organizations that conduct VCA-related inspections and high-risk activities and wish to issue corresponding certificates. These may include, for example, training centers that offer courses in the following areas:
- Basic Safety (B-VCA), Safety for Operational Supervisors (VOL-VCA), and/or Safety for Middle Managers and Supervisors (VIL-VCA)
- Category IS high-risk activities, such as operating a forklift (expert level), working on flanges, working with respiratory protection, and measuring and identifying hazardous substances
- Category AV high-risk activities, such as working with a scissor lift, operating cranes, erecting and inspecting scaffolding, and firefighting.
This allows you to register your organization as an official certification body in the central diploma registry.
With this audit, you can
- demonstrate that your organization meets the Contractor Safety Management (formerly BeSaCC-VCA) standards
- strengthen your customers’ trust through recognized quality certification
- organize examinations and issue certificates without intermediaries
- expand your service offerings to include audits in addition to training
After signing the audit agreement, the Qfor SafetyScan proceeds in four steps.
How does the Qfor SafetyScan audit process work?

Phase 1 – Capturing Your Organization’s Profile
To prepare for the audit, complete the “Qfor DataScan” online module.

Phase 2 – Review of Processes
During the audit visit, our Normec CertUp auditor will assess the extent to which your organization meets the requirements of the Qfor ProcessScan and SafetyScan standards.
In particular, they will review
· the audit policy
· the internal manual
· the conduct of internal audits
· the qualifications of internal and external auditors

Phase 3 – The Report
All of the auditor’s findings are recorded in the audit report. This document contains:
- a summary of the findings and the analysis performed
- evaluations for each indicator
- information on any deviations

Phase 4 – Certification
After the audit, the documentation is reviewed by our internal certification committee.
With these certificates, you can apply for recognition as a CCN testing center.
The Qfor SafetyScan certificate is forwarded to Contractor Safety Management for approval by their internal committee and to grant you access to the Epyc platform. Once you have received their approval, you can officially begin operating as an examination center.

5.
Phase 5 – Surveillance
A surveillance audit takes place between the 14th and 22nd month following the initial audit. This audit assesses the extent to which your organization has implemented further improvements in accordance with the Qfor ProcessScan and SafetyScan standards.
