Independent verification of your ERE entries
The Energy Transport Regulation applies in the Netherlands. An important part of this is the mandatory registration verification for companies that register entries in the Energy for Transport Register (REV). This applies to both organizations with an annual obligation and companies that register voluntarily. Normec is accredited to perform these registration verifications.
The annual reporting requirement applies to gasoline, diesel, liquid biofuels, and liquid renewable fuels supplied to road vehicles in the Netherlands. For gaseous biofuels (green gas), gaseous renewable fuels (hydrogen), and electricity, you can voluntarily report to generate Emission Reduction Units (ERUs).
With proper verification of your registration, you demonstrate that your registered renewable energy meets all legal requirements.
From Renewable Fuel Units (HBEs) to Emission Reduction Units (EREs)
Emissions Reduction Units (ERUs) are central to current regulations. The focus is no longer on the amount of renewable energy supplied, but on the actual reduction in greenhouse gas emissions achieved. EREs form the basis of the fuel transition obligation for fuel suppliers.
Normec conducts independent ERE registration verifications and assesses whether your registration meets the applicable requirements. Upon completion, you will receive a verification statement to ensure a proper year-end closing.
How the ERE registration verification works
The Dutch Emissions Authority (NEa) requires an annual verification by an independent verifier. For registration in the REV, this verification must take place after the close of the fiscal year and before May 1 of the following year.
As an independent party, Normec is authorized to conduct the review and issue the “Year-End Closing Entry” verification statement.

Verification
The actual verification consists broadly of two parts:
System Verification
During the system verification, Normec assesses whether your organization and processes are structured in such a way that data is recorded reliably, completely, and verifiably:
- Mapping out a system focused on the process: from measurement to reporting
- Assessing reliability and control
- Reviewing documentation and supporting evidence
- Assessing technical setup, such as measurement equipment, data connections, automation, or manual steps
- Determining the risk profile → input for data verification
Data verification – detailed review
During data verification, we check the accuracy and completeness of your data; for electricity, we focus on:
- Reliability and completeness of charging sessions
- Access to and traceability of source data
- Ownership of connections (such as invoices with an EAN number)
- Connection type and metering equipment
- Presence of an MID meter
- Purchase and sales data
- Any simultaneous generation of renewable electricity
With a valid ERE registration verification:
- You demonstrably meet the NEa’s requirements
- You minimize your risk of corrections or penalties
- You ensure a timely and smooth year-end closing
- You demonstrate transparency and control over your energy flows
- You work in a structured manner toward your mandatory share of renewable energy
Residential Customers & EREs
Nowadays, private individuals can also contribute to the energy transition and benefit from it. By charging an electric vehicle with a personal charging station, Emission Reduction Units (ERUs) can be generated and subsequently registered in the Energy Register for Transportation (REV). As a private individual, you cannot register directly with NEa; you must sign up with a registration service provider.

Yes. Organizations that wish to register emission reductions within the REV must have their entries verified by an independent verifier.

An ERE stands for one kilogram of CO₂-equivalent emission reduction relative to a fossil fuel baseline.

The audit takes place after the close of the fiscal year and must be completed by May 1 of the following year. In some cases, the audit may begin in part earlier (during the fiscal year).
