What is RED II verification for biomass?
The RED II verification is intended for energy producers who use biomass and must demonstrate that it meets European sustainability requirements. Among others, this obligation applies to installations using SDE subsidy and to organizations covered by the EU ETS.
How does the verification process work?
Energy producers who, after implementation of the REDII under the SDE or EU ETS, must now also demonstrate sustainability for each delivery of biomass that it meets the applicable sustainability requirements. This can be done by using certification schemes approved by the European Commission, and in a number of cases (except application under EU ETS) by performing verification of individual deliveries with alternative evidence.
The sustainability information collected by the energy producer is verified by a conformity assessment body (CBI) approved by the Minister for this verification protocol. The CBI records the findings of this conformity assessment in the Conformity Annual Statement (CJV).
The CJV signed by the CBI is provided by the SDE subsidy recipient to RFO and is a condition for subsidy eligibility for all energy producers who must demonstrate sustainability. For EU-ETS applications, the signed CJV should be provided to the EU-ETS verifier and/or NEA.
