What changes.
The new modules contain additional standard requirements for companies working as intermediaries with self-employed workers. In addition to the existing module General, the focus is on sound management measures, transparency and professionalism. With the aim of minimizing risks for clients.
- Mediation: for situations in which an intermediary only brings client and contractor into contact with each other, without being a contract party itself.

- Intermediary: for intermediaries who are contracting parties for both the client and the self-employed worker.

Within the Mediation module there are additional requirements for the healthcare sector, such as demonstrating legal qualifications (e.g. BIG registration). This responds to the increasing focus on forged diplomas and quality assurance.
The full standards requirements for the Mediation and Intermediary modules are published on the SNA website.
When will this go into effect?
- As of Dec. 1, 2025, companies can apply for the new modules.
- As of Jan . 1, 2026, the modules will be included in the regular SNA inspection.
- There is a transition period until July 1, 2026: during this period, inspections will be carried out, but any non-conformities will not affect obtaining or maintaining the SNA seal of approval. This gives intermediaries and principals time to put processes in order.
Why is this important?
With this extension, the SNA hallmark provides a foothold in a complex market. Intermediaries who meet the new standard requirements demonstrate that they operate with care and expertise. For clients, this means more certainty when deploying freelancers.
