WTTA takes effect from 2027
On April 15, 2025, the House of Representatives approved the Law on the Admission of Workers (WTTA). Now the intended time frame is also clear: as of January 1, 2027, the new admission system will enter into force. This was announced by Minister Van Hijum of Social Affairs and Employment in a letter to the House of Representatives.
What will change?
From 2027 only temporary employment agencies with official authorization will be allowed to hire out personnel. Companies must report to the Ministry of Social Affairs and Employment before January 1, 2027 to be eligible for transitional law. Without authorization, both borrowers and hirers risk a fine from 2028.
According to Minister Van Hijum, this is a necessary step in tackling rogue practices:
"We break through the earning model of rogue employment agencies. Only companies that treat people decently still have a future."
Key dates at a glance
- Nov 1, 2026 - Jan 1, 2027: Application to the ministry for transitional law
- Jan. 1, 2027: Effective date of law and start of admission process
- July 1, 2027: Deadline for submission of admission request
- Jan. 1, 2028: Start of enforcement by the Dutch Labor Inspectorate
Authorization only upon compliance with laws and regulations
Entry is only possible after an integrity and compliance assessment. Conditions include:
- Certificate of Good Conduct (VOG).
- Proof of compliance with existing legislation
- Security deposit of €100,000
A special unit within the ministry assesses the applications and can suspend and revoke authorizations in case of abuse.
