Why an Impermeable Soil Facility Declaration is necessary.
Various business activities can lead to soil contamination. We call this an Environmentally Harmful Activity (MBA). The government allows these activities, provided you take soil protection facilities and/or measures to prevent contamination.
In some cases you have to prove that your facility is impermeable. You do that with a Liquid-tight Facility Declaration (VVV), formerly the PBV declaration.
Normec-ABV Haukes is accredited and ministerially authorized to carry out the mandatory (periodic) inspection and issue a VVV according to AS SIKB 6700 'Inspection of Soil-Protective Facilities' and the associated protocols 6701, 6702 and 6703.
Inspection according to AS SIKB 6700
After awarding the contract, we schedule the inspection. Our inspector determines which protocol (6701, 6702 or 6703) is most suitable for each facility. The inspection consists of a careful assessment of the liquid-tight facility. Photographs are taken and inspection drawings drawn up.
After completion, you will receive a report. Does the facility demonstrably meet the requirements? Then we will issue the Liquid-tight Facility Declaration.
For which facilities is a VVV required?
The government can require a demonstrably liquid-proof soil facility. This applies to, among other things:
- Company sewers to which an impermeable soil facility is connected
- Geomembrane tank systems (foil basins)
- Washing areas (e.g. at garages, automotive and ports)
- Storage areas such as salt storage or container storage (continuous soil supply)
- Gas stations (tank and filling stations)
- Loading and unloading areas for tankers or containers (contiguous soil supply)
- Separation facilities (oil and gasoline separators - OBAS) as part of the company sewage system.

Future-oriented management and control
As the owner or holder of an impermeable soil facility, you are responsible for an annual Internal Company Inspection (BIC) in accordance with Appendix 6 of AS SIKB 6700. You may carry out this audit yourself or have it carried out on your behalf. A correct BIC guarantees the validity of the statement.
Are defects or damage found during the inspection? Then you are responsible for timely repair. After repair, the repaired part must be assessed and approved in accordance with AS SIKB 6700. An interim assessment can take place between two regular inspections or between construction and the first inspection. In this way you remain demonstrably in control.

AS SIKB 6700 is the national assessment scheme for inspection of soil protection facilities. On the basis of this scheme it is assessed whether a facility is eligible for a VVV.

AS 6700 is the successor to CUR/PBV Recommendation 44. Since July 1, 2013, no statement may be issued based on CUR/PBV 44. In addition, with AS 6700, verification of laws and regulations is not an integral part of the inspection.

After inspection according to the correct protocol we prepare a report. If the facility meets the requirements, you receive the official statement.

You will receive an in-house checklist (BIC). By performing an annual BIC, the declaration retains its validity. We can also provide this check for you.

The Liquid-tight Facility Declaration is valid for six years, provided you meet the specified conditions.
