Ship recycling under the EU SRR and the IMO HKC

Two important regulations determine how ships must be recycled in a safe and environmentally friendly way: the EU Ship Recycling Regulation (EU SRR) and the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC).

These regulations set requirements to regulate hazardous materials on board, the Inventory of Hazardous Materials (IHM), ship recycling facilities and the entire recycling process. Normec Verifavia supports shipowners and managers in complying with these regulations and supports through the entire recycling process.

Frequently Asked Questions about green ship recycling

The EU SRR applies to EU-flagged ships and ships over 500 GT calling at EU ports, regardless of flag.

The Hong Kong Convention is an international regulation for safe and environmentally friendly ship recycling and applies worldwide to ships that are recycled.

Yes, according to both the EU SRR and the Hong Kong Convention, a ship must have an IHM Part – I, II & III on board before it can be recycled.

This is a plan that describes how the ship will be dismantled and recycled in accordance with regulations and environmental standards.

This certificate is issued after a final inspection and confirms that the vessel is ready to be recycled.

After completion of the recycling, the ship receives a Statement of Completion, which officially confirms the end of the vessel’s lifecycle.

Since the Hong Kong Convention is now in force, any vessel-regardless of whether it is EU-flagged or non-EU flagged-will require IHM Parts I, II, and III when proceeding for recycling.

An IHM may only be prepared by certified parties with knowledge of the specific regulations. Normec Verifavia is a recognized IHM service provider for both EU SRR and Hong Kong Convention requirements.

Normec Verifavia can help you select recycling facilities that meet the requirements of the EU SRR and Hong Kong Convention, based on the ship type and your specific situation.

Failure to comply with regulations can lead to fines, port state control detentions and reputational damage. In addition, the recycling process may be delayed if documentation or certificates are not in order.

Normec Verifavia conducts audits of recycling yards and only selects yards that meet or exceed regulations. In addition, we can act as an independent monitor on behalf of the ship owner. Our experts remain involved during the recycling process to ensure that everything is carried out in accordance with international and local regulations and agreed standards.
