What is the Ship Energy Efficiency Management Plan (SEEMP)?
The Ship Energy Efficiency Management Plan (SEEMP) was introduced in 2013 by the International Maritime Organization (IMO) and further updated in 2023. The plan provides a practical framework to help shipowners improve their energy efficiency and environmental performance.
SEEMP consists of three parts:
- SEEMP Part I – Management plan for improving energy efficiency on board
- SEEMP Part II – Plan for collecting fuel consumption data
- SEEMP Part III – Operational plan for improving the ship’s carbon intensity
These components support the international strategy to reduce greenhouse gas emissions from shipping.
Collecting and reporting fuel consumption data
SEEMP Part II focuses on monitoring and reporting ship fuel consumption. This supports international efforts to reduce emissions from shipping.
During the 82nd meeting of the Marine Environment Protection Committee (MEPC), Resolution MEPC.395(82) was adopted. This amendment strengthens the requirements for fuel monitoring and data collection.
Data collection for existing ships
Ships that were already collecting data before 1 August 2025 according to MARPOL Annex VI Appendix IX must continue collecting this data until 31 December 2025 to ensure consistent reporting over the calendar year.
From 1 January 2026, ships must also report the additional data requirements introduced by MEPC.395(82).
Data collection for new ships
New ships entering service from 1 August 2025 must report all required data, including additional data, from the start in accordance with MEPC.395(82).
Key new reporting requirements
- Transport work – explicit reporting of cargo data for accurate calculation
- Power demand at berth – reporting of energy consumption while in port
- Fuel by emission source – separate reporting for main engines, auxiliary engines, boilers and IGG
- New definition of “under way” – mandatory reporting of BOSP (Begin of Sea Passage) and EOSP (End of Sea Passage)

Operational plan for carbon intensity
SEEMP Part III is a mandatory ship-specific plan that describes how the Carbon Intensity Indicator (CII) and energy efficiency of a ship will be improved.
The plan must:
- Be updated regularly
- Be verified
- Be kept on board with a Confirmation of Compliance (CoC)
SEEMP Part III has been mandatory since 1 January 2023.
Contents of SEEMP Part III
The plan must include, among other things:
- The required CII for the next three years
- The target CII based on planned operational measures
- An implementation plan to achieve the targets
- Procedures for self-evaluation and continuous improvement
- A Corrective Action Plan when a ship receives a CII rating E
New revision requirements
All ships with an approved SEEMP Part III must update the document with an implementation plan for the period 2026–2028.
This update follows the Guidelines for the Verification and Company Audits by the Administration of Part III of the SEEMP (MEPC.347(78)).

Completion of Verification
After completion, the plans are submitted to the relevant Class / Recognized Organisation (RO) or flag state for issuance of the Confirmation of Compliance (CoC).
For ships under the flags of Antigua & Barbuda and St. Kitts & Nevis, Normec Verifavia can issue the CoC directly thanks to full delegation from these administrations.

- Periodic 3-year company audit
- Company audit when a ship receives a CII rating E
- Company audit after two consecutive years with rating D
- Shipboard audit after two consecutive years with rating E
Panama (MMC-365)
- Shipboard and company audits when a ship receives rating E in a reporting year
- Audits when a ship receives rating D for three consecutive years
Other flag states
Many flag states apply similar rules where audits are required for rating E or three consecutive years with rating D. -
A Corrective Action Plan must be included in SEEMP Part III, and the flag administration may require additional audits such as company audits or shipboard audits.

If a ship does not receive poor CII ratings (no rating E and no three consecutive D ratings), the company must submit a new implementation plan for the next three-year period at the end of the cycle.
This plan must include:
- How the required CII targets will be achieved
- Annual performance targets
- Procedures for self-evaluation and continuous improvement
