A VCA certificate is valid for three years. During this period, Normec BTV Audit carries out annual intermediate audits to verify whether your organisation continues to meet the requirements of the applicable standard. A recertification audit takes place after three years.

Complaints and Appeals
Complaints must be addressed to the Quality Manager at NORMEC BTV Audit, Roderveldlaan 2, 2600 Berchem (Antwerp).
Appeals must be addressed to the Chair of the Impartiality Committee at NORMEC BTV Audit, Roderveldlaan 2, 2600 Berchem (Antwerp). All appeals are reported to BeSaCC-VCA.

The Impartiality Committee
NORMEC BTV Audit has brought together several experts on the Impartiality Committee, which is responsible for ensuring that NORMEC BTV Audit issues certificates impartially and that the various stakeholders can participate in certification activities and in the organization of the certification process. The Impartiality Committee may issue opinions, whether solicited or unsolicited.
Procedure

Registration of Complaints and Appeals
Upon receipt, every complaint or appeal is reported to the quality manager, who is responsible for registering it and creating an individual file in which all documents related to its handling are kept. In the case of an appeal, it is verified whether it was filed within 10 business days of the date of the decision or measure; if not, the appeal is rejected. The secretariat confirms receipt of the complaint or appeal in writing to the submitter within 5 business days.

Handling of Complaints and Appeals
The file is submitted, and an investigation is initiated into the grounds (cause) of the complaint or appeal. To handle a complaint, the director or an authorized representative who was not involved in the certification file is designated. To handle an appeal, the chair of the Impartiality Committee is notified, who can take the necessary steps. If the complaint or appeal is found to be valid, appropriate corrective and/or preventive measures will be defined and implemented following a thorough analysis of the cause. In the case of an appeal regarding VCA, the UCvD-VCA is always informed. In all cases, a written response stating the reasons will be sent to the complainant within 6 weeks, after which the complaint or appeal is considered resolved.

Actions Resulting from the Handling of Complaints and Appeals
Complaints regarding a certified or applicant organization If a complaint is filed regarding a certified organization or an applicant organization, NORMEC BTV Audit will contact the organization and give it the opportunity to investigate the cause of the complaint. If necessary, NORMEC BTV Audit will investigate the cause of the complaint. If the complaint is deemed admissible, the file will be immediately reviewed so that a decision can be made regarding a notice of default, revocation, or suspension—in whole or in part—of the certification. In this case, the costs of the re-examination will be borne by the certified organization. VCA: Changes to the certificate’s validity are announced via the BeSaCC-VCA website.

Actions Resulting from the Handling of Complaints and Appeals
Appeal: If NORMEC BTV Audit’s decision is overturned as a result of an appeal, NORMEC BTV Audit will take the necessary measures to resume or complete the certification process at NORMEC BTV Audit’s expense. In this case: VCA: Changes to the certificate’s validity, published on the VCA-Besacc website, will be adjusted retroactively if necessary. Actions resulting from the handling of complaints and appeals must not discriminate against the person who filed them.
