Sitting back and relaxing after a Wtta extension? Not such a good idea!

Working late into the night to meet that presentation deadline after all. Only to find out the next day that your manager is sick and there’s nothing to present. What a bummer. But what if it were the other way around: you missed the deadline, but the meeting gets rescheduled. Thank goodness! That gives you extra time to get it right. What an opportunity. Nobody would pass that up, right?

Postponement of the Act on the Authorization of the Provision of Workers (Wtta)

The same applies to the implementation of the Act on the Authorization of the Provision of Workers (Wtta). Precisely because it has been postponed, business owners have the opportunity to prepare thoroughly. The voluntary supplementary Wtta module from the Labor Standards Foundation (SNA) is a must for business owners in this regard.

“Meeting all the requirements on the first try? Nine out of ten companies can’t do that.”

“Meeting all the requirements on the first try turns out to be a challenge. Nine out of ten companies can’t do it,” says Julisa Fereijra-Phelipa, Business Unit Director at Normec VRO. “Business owners shouldn’t take this too lightly, because there are clear consequences.” By this, she refers to the fact that a company is no longer allowed to provide temporary staffing services if it does not meet the requirements. Naturally, every business owner wants to avoid that.

Voluntary Supplementary Wtta Module: Early Insight and Targeted Adjustments

This voluntary supplementary Wtta module therefore comes at just the right time. This module outlines the standards required to meet the additional requirements of the new Act on the Authorization for the Provision of Workers. It provides you with early insight into your company’s status. With a clear picture of relevant risks and specific areas for improvement, you can make timely and targeted adjustments.

The Wtta applies to more companies than you might expect

What is the Act on the Authorization of the Provision of Workers (Wtta)?

Through the Act on the Authorization of the Provision of Workers (Wtta), the government aims to combat abuses in the temporary staffing sector. The introduction of the law has two objectives: to ensure fair competition among staffing agencies and to better protect workers’ conditions.

The SNA quality mark is step one; the supplementary Wtta module is step two

The SNA quality mark is the foundation for compliance with the Wtta. By obtaining it, you demonstrate that you are a reliable partner. It means that you adhere to the rules and that you are committed to making the labor market in the Netherlands fairer and healthier.

Perhaps you already hold the SNA quality mark. In that case, you can apply for the voluntary module that addresses all additions to the SNA standards framework. Starting at the beginning of this year, any organization can apply for the supplementary Wtta module through Normec VRO.

“Now is the time to take action. Entrepreneurs for whom this is their first time will definitely need that extra time.”

But don’t underestimate this process. Julisa says: “Especially if you don’t yet have the SNA quality mark, now is the time to get moving. We often find quite a few discrepancies among business owners for whom this is their first time. They definitely need that extra time to correct their processes. After all, a business has to be able to keep running as usual!”

How to have the Wtta supplementary module carried out

Normec VRO offers you the opportunity to have the supplementary module carried out as part of a full SNA inspection. We believe this is the most efficient approach. You can then be sure of a short turnaround time and a clear report. It highlights the extent to which your organization complies with the standards framework for the licensing system and identifies areas for improvement.

As the market leader in inspections for the SNA certification, Normec VRO is happy to assist your organization. We conduct the supplementary Wtta module during a regular, comprehensive SNA inspection. The results of the module do not count toward the SNA certification, but they do provide valuable insights for preparing for the Wtta.

As you can imagine, the demand for SNA inspections is enormous. That’s why we recommend coordinating with the experts at Normec VRO well in advance. This way, you can be sure your company will be ready for the future on time!

“Many business owners don’t realize that the law will also apply to their company”

“What many business owners don’t realize is that the law will apply to far more companies and industries than people think. It’s not just about staffing agencies. Payroll service providers, hirers, sub-hirers, secondment agencies, and brokers will also have to comply with the new legislation,” says Julisa Fereijra-Phelipa of Normec VRO.

Companies that are not licensed risk a fine and will no longer be allowed to provide temporary workers. Clients who hire staff from agencies that do not meet the requirements of the Wtta may also be fined.

What does the SNA inspection entail?

The SNA certification is based on the NEN 4400-1 and NEN 4400-2 standards. All aspects of your administration, personnel policy, and finances must be in order. Although the SNA certification is voluntary, you can only become a member of the ABU or NBBU trade associations if you hold this certification.

The audit conducted by Normec VRO is a periodic review. Among other things, we inspect the following areas:

  • Personnel Administration
  • Payroll administration
  • Financial administration
  • Compliance with sector-specific collective bargaining agreements
  • Specific situations, such as loan-in and loan-through arrangements and self-employed individuals

Normec VRO will provide you with a report detailing its findings. If the outcome is positive, you will be registered in the SNA registry.

The WTTA is coming: why SNA already determines continuity and funding

With the introduction of the Law on the Admission of Workers made Available (WTTA), the playing field for suppliers of labor changes fundamentally. From 2027, organizations that make labor available may only do so with a valid authorization. Without authorization, the right to perform these activities will expire.

SNA inspection: Help, I have a major. Now what?

Suppose you have an inspection performed for the SNA hallmark. Within four weeks of the inspection, you receive the inspection report containing the assessment. There are then three possible outcomes: 1. No deviations have been found. The company satisfactorily meets the requirements of the hallmark and receives a positive assessment. 2. One or more minor non-conformities or remarks have been found. These must be repaired before the next inspection, but for the time being the company sufficiently complies with the requirements of the SNA hallmark. In certain cases, restoration must be demonstrated in the interim. 3. One or more major non-conformities have been identified. The company does not meet the requirements of the SNA hallmark.
